Government Expands 'On-AI' Features to Support Web Search and Report Drafting on Work Network

Policy2 min read

South Korea's Ministry of the Interior and Safety is expanding its government AI tool, called 'On AI.' It will let public servants search the web and draft reports inside the government's work network.

What happened

The Ministry of the Interior and Safety (MOIS) said on the 1st that it will add more features to 'On AI,' its AI tool for civil servants. Since last month, officials can use 'AI Web Search' on the government work network. It gives answers based on the latest policy papers, news articles, and other online information. Officials do not need to go outside the network. A QR code next to each AI answer lets them scan the source with a smartphone and read the original text. Next month, the ministry will start a trial of 'On AI Collaboration.' Officials upload their existing files and forms, and the AI uses them to write a draft report. Officials can then edit the draft in a web editor and share it with coworkers.

Key facts and dates

  • AI Web Search started last month (the month before the announcement).
  • 'On AI Collaboration' trial starts next month.
  • From 2027, officials can share high-quality AI agents (AI helper programs) built by government agencies or other officials.
  • The announcement was made on the 1st.

Background

Government work networks are closed off from the public internet for security. That makes it hard for officials to look up fresh information without switching to a separate outside network. These new features aim to solve that problem while keeping work inside the secure system.

Why it matters

The goal is to take over routine paperwork so officials have more time for public policies and services. Hwang Gyu-cheol, the ministry's director for government AI, said AI is moving from a tool that answers questions to a work partner that finds information and writes reports.

What to watch

  • How well the 'On AI Collaboration' trial works for real report writing next month.
  • Whether officials trust the AI drafts and check the sources through QR codes.
  • When shared AI agents become available to all officials in 2027.

OpenAI, Google and Microsoft to Honor Common robots.txt Signal for Opting Out of AI Training

OpenAI, Google and Microsoft announced on October 30 (local time) that they will support a common mechanism letting website operators state their AI training preferences to multiple AI companies at once via robots.txt. The proposal, submitted as an IETF Internet-Draft by Anthropic standards lead Kevin Kelly, uses a "__usage_ai-training" policy token; Anthropic says it has begun implementing it. Timelines differ: OpenAI aims for within months, Google for 2027, and Microsoft starts applying the settings on February 1, 2027.

Data centers are now a midterm issue, even in Brooklyn

At a midterm election event in a Brooklyn warehouse hosted by Newsreel, a panel on data centers became a focus of the evening, and attendees booed when the moderator asked who supported AI data centers. Outside the tech industry, data centers and AI have become a ballot-box issue, with a Data Center Watch report finding nearly $200 billion in projects delayed, stalled, or blocked in the first half of 2026 due to political and community opposition. Residents cite lost control over local decisions, secret deals with officials, and environmental and health concerns.

After 10 Years of Collaboration, Hanwha Ocean Localizes Key Submarine Equipment

Hanwha Ocean has localized a key submarine component, a water-ram horizontal launcher that uses water pressure to push torpedoes out and precisely controls launch speed. Developed over ten years with the Agency for Defense Development (ADD), the device is expected to reduce procurement costs and shorten delivery times by replacing imported equipment. The company also secured launch-force analysis technology for designing systems tailored to different submarines.

New fees apply from tomorrow: per item, not per package

From the start of the month, a €2 Universal Handling Fee (UHF) applies to each item in non-EU online orders shipped directly to customers. The fee is meant to curb the flood of small parcels from Asia, following a temporary minimum customs duty introduced in June, and it applies regardless of the €150 value threshold. The fee and minimum duty are paid by shippers or the platforms selling the goods, not recipients.
