After threatening AI export bans, China allows DeepSeek to keep selling

China proposed restricting exports of some AI technologies in mid-October, requiring licenses for 23 technologies tied to large-scale models, agents, computing clusters, and information processing. Days later, state media reported that DeepSeek and MiniMax were authorized to continue exporting. The move supports China's goal of building export industries while keeping sovereign-capacity tools under Beijing's control.

"Laughing and Even Choking Up": Twitter Co-founder Jack Dorsey's Block Unveils Human-Like Voice AI

Block, the U.S. fintech company co-founded by Jack Dorsey, has unveiled Dessa, a voice AI that can laugh, pause, hesitate, and change its tone with emotion during conversation. Block says Dessa was trained only on recorded human conversation speech, not text, and can run on a personal computer. Block has not given a public release date, and the demo videos are company-made with no independent performance verification.

Pennsylvania will require labels on AI-generated ads

Pennsylvania Governor Josh Shapiro signed the Artificial Intelligence Deceptive Advertising Act, which requires ads that have been significantly modified or generated by AI to carry a label. The rule covers still images, video, audio, and text, and applies regardless of where an ad was created.

WeVisOne-VL: Unified Visual Perception from Objects to Pixels

The authors present WeVisOne-VL, a vision-language model that unifies object-level and pixel-level perception through structured next-token prediction. They add a lightweight pixel decoder to the VLM via a special <OBJ> token to output instance-level pixel masks, and train it with three-stage curriculum SFT followed by mixed-task RL.

FilmFlow: Agentic System for 3D Virtual Film Cinematography

The authors present FilmFlow, an agentic framework that turns natural-language instructions or reference videos into explicit camera trajectories for dynamic 3D scenes. A Director agent composes high-level camera motions from concurrent atomic operations (translation, rotation, framing), supported by Interpreter, Scout, and Critic agents. They also release CinemaBench, with 150 Blender scenes, 750 text-directed tasks, and 60 reference videos.

IQuest-Q1: Advancing Foundation Capabilities for Agentic CLI Systems

The authors present IQuest-Q1, a sparse Mixture-of-Experts agentic foundation model with 320B total parameters (15B activated). It is built through three stages: stable pre-training with a two-stage coding-weighted curriculum, fine-grained mid-training with progressive context extension, and multi-scaffold, multi-version post-training that combines SFT, domain-specialized RL, and MOPD, followed by model merging.

PACE: Periodic and Channel-Aligned Encoding of Four-Bit Recurrent States

The authors propose PACE, a post-hoc four-bit quantizer for the recurrent states of linear-attention language models. PACE rounds the state only every few generated tokens, buffering the intermediate tokens, and shares one quantization scale per column because large gated-delta state entries align in columns; heads that retain error longest are kept at eight bits.
