The Seoul AI Foundation opened a Seoul pavilion at Smart City Expo World Congress 2026 in Barcelona, Spain. The pavilion showed off Seoul's strength in artificial intelligence (AI) for cities.

What happened

The Smart City Expo World Congress 2026 (SCEWC 2026), which is the world's biggest smart city show, opened on the 3rd (local time) at the Fira Gran Via in Barcelona, Spain. The Seoul AI Foundation opened its Seoul pavilion under the theme "AI City Seoul." At the opening ceremony, Kim Man-ki, chairman of the Seoul AI Foundation, and staff from companies taking part posed for a group photo.

What is a smart city?

A smart city uses digital tools, sensors, and data to make city life easier, safer, and greener. AI, or artificial intelligence, is computer software that can learn patterns and help make decisions. Expos like this one let cities and companies share ideas and find partners.

Why it matters

The event shows that Seoul wants to be seen as a leader in using AI in city services. Showing its work on a global stage can help Seoul win new partners and attract companies that want to test their technology in a big city.

What to watch

  • Which companies from the Seoul pavilion sign deals or partnerships at the expo
  • Which AI city projects from Seoul get more attention from other countries
  • How Seoul's AI ideas are used by other cities in the future

Broadcom denied names of cloud providers backing VMware merger challenge

The EU General Court ruled that CISPE may keep the identities of members backing its challenge to the European Commission's approval of Broadcom's VMware acquisition confidential from Broadcom. CISPE says the ruling is procedural and does not decide the merits, but it removes an immediate obstacle to the case proceeding. CISPE argues the Commission should have imposed conditions to protect European cloud providers and their customers.

UK.gov lacks understanding of climate impact, says watchdog

A National Audit Office report finds UK public bodies expect higher operating costs and energy charges from climate change and the shift to low-carbon energy, but few have a clear picture of the risks. Bodies often could not cost these impacts, even approximately, and transition risks were described with far less specificity than physical risks such as extreme weather. The NAO says the first climate-related financial disclosures from large central government bodies, required for 2025-26, are an important first step.

Digital driver's license to launch at end of November

The German Federal Ministry of Transport (BMV) told the Frankfurter Allgemeine Sonntagszeitung that the digital driver's license is to be introduced at the end of November, though no exact date has been set. Rather than a separate app, it will be stored in the existing i-Kfz app, which is developed by the Federal Motor Transport Authority (KBA) and Bundesdruckerei; the digital version supplements, but does not replace, the physical license, and an EU-wide digital license is due by 2030.
